In the Virtual Console version, the 8 Battle Chip Gate exclusive Navis (StarMan, NapalmMan, IceMan, ElecMan, PlantMan, KnightMan, ShadowMan, and Bass) can be unlocked by pressing L and R in the Navi Select menu.
